OAK CREEK, Wis. — An Oak Creek day care facility is facing an $8,000 fine after the Wisconsin Department of Child and Families (DCF) found eight separate violations.

The violations, including a teacher slapping a child, are for Active Child Care, at 7727 S Longwater Dr. in Oak Creek.

The DCF report alleges that surveillance video from March 24, 2025 shows a teacher putting her hand around the back of a child’s neck and also slapping a child on the cheek. In the video, the teacher is also seen to be yelling at and getting close to a child’s face.

At another point on the March 24 surveillance video, the teacher allegedly grabbed the wrist of a child. This happened after the child “had a lapse in toilet training.” Officials said the teacher then grabbed the child’s wrist and walked him into the bathroom, slapping him, pulling his pants down and then pushing him to the bare bathroom floor to change him.

DCF said despite the director of the child care facility being aware of the “inappropriate behavior” the teacher was not fired. The director also said that surveillance video had been reviewed and “there were no concerns” about the teacher’s behavior, contradicting what DCF found.

Officials also say upon being questioned by licensors during a visit on March 27, 2025, the teacher said she did not put her hand around a child’s neck.

Active Child Care is appealing the decision, according to the DCF website.
